Merely, you are making the photo look like a model of what you took a picture of.
For example,
The picture below is merely a picture of the school parking lot...

But after "Tilt Shifting," it looks like this.

To do this with other pictures, first you need to find a picture, then open it in Photoshop.
1.) First, hit Q to change it into quick mask.
2.) Then hit G to select the gradient tool, and select the fourth option of the five, I believe there is, near the top left of the window.
3.) Then, you fool around with the gradient untill you get one that you like. Remember, the gradient is choosing the main focus point of the picture.
4.) When you have that down, hit Q again to take it out of quick mask.
5.) Go to Filter>Blur>Lens Blur and play with the sliders untill you get what you want and hit OK.
6.) Then hit CTRL+D to deselect. Once you are satisfied, go to Image>Adjustments and up your contrast and your saturation, untill you have a picture that you like.
